How can I set Enter to insert a manual row break, not a paragraph?

I need Writer to insert a manual line break when I press Enter.

By default, Enter inserts a paragraph and Shift+Enter inserts a manual row break. I want these switched around so I changed the keyboard configuration and saved it, but the result is that now both actions insert a paragraph. The change is obvious and persisting in the Customize window, but the behavior of Enter doesn’t change.

How can I make Enter insert a manual row break? Please help…

I tested this on v5.4.3 and had the same problem. Sounds like a bug to me.

Apparently, the behavior of Enter can be customized in Calc but not in Writer. This is how it works in AOO 4.1.3 as well. The behavior does not follow what the Customize dialog shows, so it seems to be a bug.
