If you look at my two pictures you will see that I have level 2 aligned at .50 and a tab stop at 1.00. I can’t get A in level 2 to move over to .50. How do I go about doing this? What am I doing wrong? Why does it work as expected at the bottom of my document?

Please, tell what you did to land at level 2. You seem to have pushed the toolbar button(s) to format your paragraphs as bulleted entries. By default these entries are level-1. Which procedure did you apply to turn them supposedly level-2
I hit enter from bullet point VI. That took me to VII. Then I hit tab which sent me to level 2. In this case it is represented by A. As you can see the alignment is not where I set it at.
Your case seems to be hybrid between level change and tab insertion. By chance, did you hit Ctrl+Tab instead of Tab?

No, Ctrl+Tab is an escape mechanism to insert real initial Tabs in your list item. Without Ctrl, Tab controls item level.
