I just downloaded and installed the Offline Help .msi, but I don't have an icon for it on my Desktop and I don't know where the program resides in my folder system.

Th offline help is not installed as a separate program. It consists of files expanded by the installer from the package (an -msi in your case) to the appropriate location. To use it you can hit the F1 key or go the menu path Help > LibreOffice Help (F1). If the correct Help matching the LibO version and the UI language is not installed, you will get online help.

Seen from the program folder where your soffice.exex resides the help folder is ..\help\xy or ..\help\xy-UV (in Win syntax) where xy stands for the UI language and (if applicable) UV for the country variant.
