There are lots of predefined label formats in OpenOffice, plus two user-defined ones. Can I assign my own name to one of the user-defined ones, and if so, how? (The labels I’m working with are an older Avery type, 5351, which isn’t in the list.)

There is no assigning a name to ‘user’ format. It simply means that it is a definition created by the user. You use it to specify whatever your labels dimensions require. There are multiple because they are different page sizes.
