In your first image it can be seen that the cellrange is set at $K$1713 , i guess that should be rather something like C1:C100 or C1:E100.
( i have experienced it too sometimes that the cellrange is somehow altered, especially after i have re-edited the conditions )
In the menu "Format : Conditional Formatting : Manage..." you can check if your cellranges are correct.

but even after saving, closing and re-opening the spreadsheet, the color bars are still not showing.
The screenshot only shows the values for condition 2, but the spreadsheet has many examples that should match that condition.
Did you check the “Manage” menu if there are any other conditions that do not belong there ?
Yes, and I deleted all other sets (there are 4 ranges in this set of conditions and no overlaps).
Please upload a sample document that contains the conditional formatting.
It seems that the problem is in the chosen Cell styles ( red , green, etc ) … If you choose one of the built-in styles such as “Accent”, “Good”, “Bad” etc., then the formatting is shown.
Thankyou very much for clarifying that!!! I am now able to accomplish what I set out to do.
I thought the color styles were “built-in” - maybe I have been able to add those color styles in a previous attempt to use this feature, and then forgotten about it.
But I wonder why it is possible to add styles but not to use them?

I was wondering too if that was perhaps caused by missing style definitions, in that case Calc should not present them in the list…
I have found that the F11 function key gets me into an edit mode where I can modify the red/green etc colour styles. These styles had obviously not been completed in a long-forgotten previous attempt 
- now I can have as many colors as I want without using non-specific style names.
