Can hyperlinks be converted to cross-references?

Can hyperlinks be converted to cross-references? Can cross-references be converted to hyperlinks?

Cross-references point to locations strictly internal to the present document and can’t be converted to external hyperlinks and vice versa.

“Special” internal hyperlinks, those pointing to navigator “objects” like tables, figures, bookmarks, …, could be converted to cross-references but there is a huge semantic difference.

Cross-references are primarily used to insert where it is needed a copy of some property of the location so designated: page number, chapter number, content, relative position, … where as hyperlinks are used for their effect of jumping to the destination. The text displayed for the hyperlink is totally arbitrary (freely chosen in the insert dialog) and not at all related to any property of the destination.

Consequently, a cross-reference can be converted into a hyperlink, provided the destination is a navigator object, and the displayed property is manually copied in the text for the hyperlink. A hyperlink generally cannot be converted to a cross-reference because its text has no equivalent bookmark property.
