There is indeed no reason disabling lists in list boxes and other shapes. But here is the wrong place for an enhancement request. Please use Bugzilla instead. Please search first, whether such request already exists. https://bugs.documentfoundation.org/
Use frames instead of text boxes. Text boxes are not so flexible as frames, compared to text boxes in Microsoft Word. But for some reasons resp. purposes you have to convert text boxes to frames in Word as well as in Writer…
