Can I place a text box with columns on top of a full bleed photo? [closed]

I'm trying to set up a page in writer where I have a full bleed image in the background and text, some in columns and some not, on top of the image.

It doesn't seem that columns are an option inside a text box--the menu item is grayed out.

Is there any way to do what I want to do?

I found the answer to my own question--use frames, but that begs the question, why have both frames and text boxes if frames can do everything a text box can and more?
