I want to place grids around each cell in Libre ….. how do I do that?

The grid itself is always present. Do you mean you want visible gridlines separating the cells (columns / rows)?
If so:
-1- The context menu of each sheet-tab has an item for toggling the visibility of the cell-grid lines.
-2- This can only make visible the grid lines if the respective option is enabled under
Tools > Options> LibreOffice Calc > View > Visual Aids
I would suggest you choose Show on coloured cells
there.
In fact this means "Show also on coloured cell ranges".
Edit1 (regarding the comment by the OQ below):
Enable > Format > Page > Sheet > Print > Grid
May be it's a "cultural problem" because I'm not a native speaker of English, but I didn't intend to be sarcastic. I just wanted to hint how to word your next question more to the point. That this one was about printing and/or the preview was clearly a relevant information whether or not you know something about whatever system.
