You mean, the file was produced by LibreOffice? Which application does the user use to open the file? What does “unable” mean? Any error message? Can you provide the file?

File gets opened when they type P_ few times and most of the times either a row or column will be empty (although the original file had data in it)
Please try it with a very simple file and then add more complex things step-by-step. Perhaps you can nail the problem down that way.
There are some known problems, so you should look, whether your problem is already reported in Bugzilla. If not, please write a new bug report and attach the ods-version of the file. Without the file further help is difficult.
As workaround, in case you have a newer MS Office version you can try to save to ods file format and open that file with Excel.
