Numbered bullets changing size?

So I formatted my bullets and numbering to make all bullets on second tier/level into numbers.

Most number sizes on second tier are uniform, except a few, which are smaller, and I can’t figure out why- they can’t even be selected/manually changed.

I’m trying to figure out how it is even possible for me to set all bullets on level 2 to the same setting, then have some of them come out smaller than others?

The basic setting for an equal treatment of all enumerations is done via style sheets = paragraph templates.
