Is it possible to build libreoffice with Linux Subsystem?

I was trying to see if I could get into doing development for LO but I noticed the build instructions on the wiki for Windows is for cygwin. I was wondering since I use the Ubuntu subsystem if I can just use that to build it with that instead? I have VS 2017 so I was planning on using that for doing development on it.I tried going to the developer IRC but freenode kept terminating when I tried to connect. I cloned the repo but I'm not sure the other instructions for cygwin transfer to the subsystem.
