There’s no problem with Cyrillic filenames; I use it all the time on Win10/Ubuntu 18.04. The problem must arise from your OS settings (possibly some incorrect locale settings).

No problem with openSUSE Leap 42.3/Windows 7 and 8 (including moving files from one operating system to another). What’s your locale?
