How to end a bullet pointed list at the end of a document?

I have started a bullet pointed list at the last line of a Writer document. Every time I hit enter is adds a new bullet with no content. Tab indents the bullets, but shift+tab out-dents to the top level but bullets don’t go away. How do I end a bullet pointed list?

This is normally the case, but for some reason, I think because it is the last line in the document ‘double enter’ doesn’t work, it just keeps creating bullets.

I’ve had it happen relatively often, but it has been hard to reproduce, the most often it has been related to being the last line in the document. It might be that, but then causing some other bug that somehow disables or inhibits the behaviour.

As you turn it on. The “Toggle Bullets” icon is an on/off-switch.

After I asked, I finally realised this was possible. It’s not elegant, but seems to get around the bug where ‘double enter’, shift tab or ‘backspace’ would fail to finish the list.
