The user interface language cannot be determined ?

Windows 7 64-bit with LibreOffice 6.1.1 installed. Updated to LibreOffice 6.1.3.

After update, LibreOffice refuses to start with the error message :

“The application cannot be started.
The user interface language cannot be determined.”

I have tried reinstalling, first with modify option then with repair option. No joy.

I am open to suggestions better than the alternative to uninstall from the machine and to reinstall from scratch and lose all customizations.

After two more attempts to reinstall, the application now opens.

The cause of the problem is still uncertain but, for now, the problem itself appears to be resolved.
