I downloaded Libreoffice but when I tried to use the help function I didn’t have it. How do I get it within the program? Do I download again?
Help function depends on operating system. Assuming you use Windows: Download
LibreOffice_6.1.3_Win_x64_helppack_en-US.msi
or similar (fitting your specific version) and install; tell the installer the right location of your LibreOffice program installation…
You find the helppack around the regular download files for installation.
And - be aware of that - the new helppack contains html files, so the internet browser will show you locally safed files…
