It is very likely that your scanned document is some kind of image (.jpeg or .pdf embedding images). If you have no OCR application (and the success rate is not 100%), you must retype it. Sorry.
In case you only want to draw lines or paint some areas, you can have a try with LO Draw (or any other graphic program like Gimp). The result will still be an image, not text.
