Can't load Offline Help in LO 6.1.5.2

I’ve been using many versions of LO for years and have never had a problem loading Offline Help before. I recently upgraded to LO 6.1.5.2 on our W7 Pro x64 SP1 machines and now cannot open Offline Help. When I click on Help or click F1 from within LO, I am now taken to online help in my browser.

I have searched for answers and have tried downloading and re-installing LibreOffice_6.1.5_Win_x64_helppack_en-US.msi multiple times, but Offline Help still does not load. I’ve set both “User interface” and “Locale setting” to “English (USA)” but clicking Help still goes to my browser. I checked one of our other computers on which I’d also upgraded LO to 6.1.5.2 and the problem exists on that machine as well.

When I installed LO 6.1.5.3, I changed none of the computer or LO settings that had worked well in LO 6.0.3.2 and had loaded Offline Help correctly. What has changed?

Any help in resolving this issue will be much appreciated.

Starting from 6.1, LibreOffice offline help is open in the browser (which loads HTML files stored locally, and doesn’t need Internet connection). You may tell if your offline help is used, looking into address bar (where the URL would start with file:// not https://); also warning about offline help not installed would not pop up (the latter would also not pop up if it was dismissed previously with “Do not show me again” checkbox though).
