You might better explain what you already tried and what you expected to get. This way you may get help here or in a different forum.
Bugzilla is software that is created by Mozilla. Each user of their software must have an administrator to maintain it on the user’s server.
So, yes, it is LIbreOffice’s bugzilla.
With that explained for you, only the administrator of the software can changed the settings to a more standard way of usage. It is just a simple mistake someone has made, and it can be corrected.
This is a kind of forum (askbot) concerning LibreOffice. You may ask here something about the bugzilla application as maintained by the DocumentFoundation. Since that NOT is “our” (the contributors’) bugzilla, you should be prepared to get no answer here probably.
If you want to complain about anything concerning the related bugzilla site, you might best file a bug under “QA Tools > general” to the bugzilla itself.
