I want to be able to sort pages by beginning text (Song titles) that are formatted as index items. Do I have to format each page as a paragraph, then use the Sort function?

Writer is a content based application, not a page based one, and that means that you move content, not pages: pages are generated to hold the content, they are not objects by themselves.
That said, if you use styles it’s quite easy to move content. For example, if you apply the paragraph style “Heading 1” to the song titles and “Text Body” to the songs, then you can go to the Navigator, select the heading corresponding to the song you want to move and just use the available tools to move it (it’s even possible to just drag and drop the headings!). I’m not aware of any simple way to automatically sort the headings (for example, alphabetically) so you need to move each of them by hand.
The only workaround is the one you suggested: each block being a single paragraph (line breaks instead of paragraph breaks) and then call the sort function. But then you’ll have some trouble making an index.
