On the Axis dialog, there are options on the Positioning page for label placement. Two of the options are “near axis” and “outside start”. I don’t see any difference in what they do. Can anyone explain?

may be some differences only show, if your chart contains negative values. Please see the following screenshots
- Near Axis: Default - Labels below the X-Axis and within graph
- Near Axis Other Side: Labels above the X-Axis and within graph
- Outside Start: X-Axis and Labels below graph
- Outside End: X-Axis and Labels above graph
