Which Libreoffice app is for creating and opening PDF files?
All of them. What are you wanting specifically? If you want to type up a document and export as PDF use writer. If you have a chart or table in Calc use Calc export PDF, etc. A little more about what you want to create.
Above is for creating. But if you want to open an existing PDF for edit, draw might be your answer.
