I need to resize the length of the horizontal scroll bar to move only 1 cell at a time. I am used to using Microsoft excel. Any help would be appreciated. Thanks.

It is unclear how words "resize the length of the horizontal scroll bar" correspond to "move only 1 cell at a time". When you click on the arrow buttons of the bar, it does move one cell at a time. If you click on free space of the bar, it moves by pages. If you click on the thumb, it starts free move (with your mouse directly controlling position).

Do you mean you want to resize the bar so that only the arrows are visible? That's not possible with LibreOffice. In Excel, the bar is in the same line with tabs, and their relative sizes are configurable. In LO, the bar is above tabs, and takes as much width as window has.

You may turn the bar off though, using OptionsLibreOffice CalcView. Then you may use keyboard arrow buttons to move by 1 cell...
