I downloaded LibreOffice and installed it. It seems to be working fine but there is no Help File that can be accessed from within the program. One bit of advice I received said download and install the Help File but that didn't help my problem and now the help file sits somewhere in my computer simply taking up space, probably on my D drive. What's the magic procedure to obtain what I need?

If you have installed the help file, then if you click on a "Help" button, your default browser should open and show the help. The address line of the Browser starts with file://. LibreOffice has dropped its own help viewer. If you don't get it this way, then there was something wrong in the installation.
