Cell has a red border when I make a change in it.

Then when I rest on it, a pop up window shows me the last change of that cell. How do I tun this off.

Menu item Edit - Track changes - Record changes has been selected.

Click that menu item again to unselect, and click OK to accept the loss of markup.

Once change tracking has been disabled the list of changes isn’t anymore. It is only available with an active change tracking.
