What you download is the installer. If you didn't specify any specific location to download that file to, it should be in a "Downloads" location on your computer.
Run the installer.
When the installer completes, you should have program files and shortcuts in standard locations (Program files, Applications, /usr/bin, dock, launcher, start menu, etc., depending on which kind of system you are on). The desktop may also have a shortcut, or you can add it from the other locations.
Note also that on most linux distributions (assuming that you may be running linux), LibreOffice will be available through the software package manager so you don't need to download any installation files.

Hello,
Unfortunately many who create an account here to ask a question never bother to try and comprehend how the site works. When you have signed in you are on the main page. On that page, there, in the right hand column, is a section called
Resources
. Please take just a minute or two to read How to use the Ask site. It's not all encompassing but will provide basic information to ask a bit better question than you have. There are also a few other links at the bottom of the page - FAQ & Help which are often overlooked and contain other information.
Reading this thread will help, too.
