When I try to open attachment files that end with ".doc" or ".xlxs" (something like that) I get a pop up that says I don't have Office. I am given three options to purchase and download office. I cannot get passed this screen to open the attachments.

I am able to open attachments in pdf. format.

I thought Libre Office converted other programs like Windows office so the files are compatible. What do I need to do on my end to be able to open these attachments?

Depends on your email program. There is normally a setting for choosing how to open an attachment. For example, on Thunderbird you choose PREFERENCES > ATTACHMENTS and then add or change your choice to the program you want, in this case it would be LIBREOFFICE WRITER for .DOC and LIBREOFFICE CALC for spreadsheets. Actually how you set these preferences will depend on your program.

Can you open these files when you save these to the disk first? What email client do you use? If webmail, then what browser?
