why does calc not allow header or footer?

Hello,

the menu is faded, since your page style doesn’t have header and/or footer activated. To activate:

Format -> Page -> Tab: Header -> Option: [x] Header on
Format -> Page -> Tab: Footer -> Option: [x] Footer on
