PDFs open in Draw because they are considered graphic documents. Consequently, they lose their form properties and behaviour.

Add any graphic symbol (for instance U+2713 CHECK MARK) anywhere in the document and move it above the check box. There also exists a Unicode character for a checked box U+2611 BALLOT BOX WITH CHECK.
