When exporting a native Writer document that has bullets to a text document, what is the expected behaviour? Are the bullets supposed to be replaced with another character, such as an asterisk? Or are the bullets stripped? I seem to recall at some earlier point that they were replaced with an asterisk, but when I export out of the latest version (4.1.1.2), they are stripped out of the exported text document.

It depends whether you are using the File > Save As... or the File > Export... menu. I do not believe using File > Save As... and selecting the "Text (.txt)" format has ever converted unordered list items to use a leading asterisk. Conversely using File > Export... and selecting the "MediaWiki | txt" format does appear to place a blank line above and below each unordered list and place an asterisk prior to each item.
