Pasting into Libre Writer is leaving odd numbers

So I am pasting from a website into librewriter and when I do it leaves weird numbers in place of certain stuff (i.e. ’ and boxes). I am pasting as “HTML format with comments” because that is the only way to make the format correct.
What I am pasting is confidential but here is a short example.

I attached the picture because when I copy it and paste it to hear it turns into:
“CAN’T, NEED TO, DON’T”

Looks like a character set issue. How is the website encoded? You can generally tell with the browser (Fedora: menu View>Character Encoding and looking fir a checked item).

You didn’t mention your OS. Clipboard behaviour and capabilities vary with OS.

And what should had been there? I.e., where is corresponding screenshot of the original/intended display?

The original text seems to include some control characters, e.g. U+0093 SET TRANSMIT STATE. The characters have glyphs in some installed fonts, and so are displayed in Writer using those glyphs; depending on what you intend, they either need to be removed (and that is, of course, manual, since it’s not an editor application’s task to decide for user which characters are needed, and which are to be removed); or - if they were used to show some accidental placeholders that happened to suit some needs, like boxes, - then proper characters should be used in their places.
