I downloaded LibreOffice last night and again this morning on a (2015) MacBook Air, MacOs High Sierra Version 10.13.6. I also downloaded the GPG suite.
I can’t open it? Can anyone advise if there’s something else I should be doing?

Wow, someone’s snippy. Perhaps not everyone is as knowledgeable on this stuff as you, hence asking here. Anyhow, I need the help, so hopefully you can.
I downloaded it, tried to open so that I could transfer to Applications folder. First time I got a little grey screen that had a loading image and then it said verifying, but nothing else happened i.e it never opened up so that I could move to Applications (as I’ve read the advice on other’s questions).
When downloading LibreOffice, it told me I might need that (the GPG thingy), It was literally directly below it in the download screen. I have no idea what it is. All I need to do is use the Writer part, but I did as I was told, in the hope it would help.
