What you probably search is OCR. For simple results use pdf24.org (online or just locally installed on your computer). There are several services to be used on the internet but professional results can only be gained using apps like IRIS or Abbyy Finereader - depending on your original pdf file and its structure.

If there are no graphics or special formatting involved, and depending on which software program you use to view the PDF file, it is sometimes possible to simply highlight the desired text in a PDF document and copy/paste it into a LibreOffice Writer document. But there are a lot of IFs.
