How does one go about adding panels (lines, images) to sidebar layout and locking it down to the others, such as writer? This layout only appears when I click on image. An older version had the panels when New Document or existing one. sidebar-layout.jpg

That seems to be natural behavior for draw; the sidebar is context sensitive and properties sections appear as they are of any meaning for the current object you are working on. And a blank draw page doesn’t have Character, Paragraph, Shadow … hence these categories don’t appear.
