Are the row displayed in ods? Are they fixed? Are they hidden?

could be you had a filter active? *.xls either has no definition to store filtering, or LO isn’t able to feed it, thus filtered rows are stored ‘hidden’ instead.
un-defining the filter despite being shown as inactive, or marking the whole sheet (upper left corner) and right click on left border and ‘show rows’ might help you out.

Sounds like filtered or hidden or row heights set to 0, so the first three rows don’t show. Enter A1:A4 in the Name Box (Shift+Ctrl+T), hit Enter, and then on the row header of row 4 right click and select Show Rows, or Optimal Height.

Basically:

Always create and save your files in LibreOffice and save them in ODF format (ODT, ODS, etc.).
Always keep these files as their source. If you need other formats for distribution to partners, you can open an ODF file and save and distribute another format with ″ Save as… ″.

This way, you always have working files available in your system environment.
