I am trying to position a line within a table with the cursor keys and not having any success with fine movement. I’m trying the Alt key with the cursor keys and that is not working. I can use the shift key with the cursor keys and move in large chunks but nothing finer. I’m attaching a sample but the behavior is the same in all of the documents i try. Thank you.BB2020WorkIII.odt
What are you trying to do? What I mean, what is this line for? Note it is not horizontal; is this intentional? How should it be positioned? Relative to what?
Presently, it is anchored to page. This is the most dreadful anchor mode, unless you are perfectly aware of the consequences (it may ruin you formatting!).

I clicked on the line and looked at its properties in the sidepane. You can also right-click and Position & Size, Rotation tab. Its slope was roughly 0.5° and this was enough to display a jaggy line.

That seems to me to be a fundamental problem.
Your file:
I added a line with the same result.
I deleted the table.
The lines can be moved freely again, even fine settings with the Alt key.
I have created a new file
with the same result as in your file.
That seems to me to be a bug.

If you want to enlarge one of the lines in the table, you don’t need to superimpose another line over it, notwithstanding that you can’t make sure that the line will always stay at the same location relative to the table. Add a line before the table, change a row height or do anything else on the table and your line goes out of sync!
You can always have your fancy borders on any cell of a table, independently of the borders of the table. Unfortunately, the attached file is the buggy file already attached to your previous question. It is damaged because of the merge/split operations you applied on it. With this table, if the cursor is in any cell, the borders will apply to the whole table.
The workaround I found is to select at least two cells such that the line you want to modify is one of the outer sides of the selection.
With this selection, either Table>Properties or right-click inside the selection and Table Properties. Go to the Borders tab.
Click on one of the outer sides of the User-defined line template . Make sure you select only the outer side and none of the inner lines (otherwise they’ll be “enhanced” too).
Change Style, Width or Color and OK.
Now, whatever happens to your table, the highlighted line will remains the same because it is a component of the table.
