In Calc How to Copy a Page Format to All Pages (sheets) - workbook?

Call the stylist (F11), go to "Page Styles" and change the underlying page style: If the spreadsheets have different page styles, right-click in one spreasheet tab, click in "Select All Spreadsheets" and double-click in a style from Stylist. This way, all spreadsheets will have only one style and can be updated at once.

What I'd do is to duplicate the formatted page and work from there.

Better would be to create a template. Read the LibreOffice Calc Guide, Chapter 4 "Using Styles and Templates".

My user cannot define a template because after creating the pages, the 'fit to page' % canbe difined on the size of the page.
