Writer, note: not foot/headnote, but text to write in

There should be an option in wwriter, probably in insert note, but NOT FOOTNOTE AND NOT HEADNOTE.
It is so that when U come with the mouse to the point, you see the comment written.

Where is that, please?

Do you mean Edit → Changes → Comments?

Tips (enabled)

in menu Tools → Options → LibreOffice → General

is the precondition to show these comments.
