You want count how often a single character (e.g. !) appears in a writer document? Did I get your question right?

type the character in Find Box (CTRL+F) at the bottom of the window and click Find All and you get:
Pre-requisite: View -> [x] Status Bar enabled.
Attention Take care, if the character does not appear at all - you get its color turned to red in the Search Box, but words and characters count overall numbers (not zero)

select the char then Tools->word count seems to work.
From my pov this shows 1 for Selection and the total number of words in the document.
