Open document read-only or open a copy of the document for editing."
here is the file name in Explorer Genesis224 Order Database Master.ldb"
So the answer is: that is not “a Libre DB”; it’s MS Access lock information file - see Description of LDB File - Office | Microsoft Docs. Possibly you had associated ldb files with LibreOffice - but in fact, they are not related to it. The file is used by Access, so you can’t delete it, naturally.
