In Writer, my document text is all uppercase. Is there a simple way to convert to all lowercase? then I can insert a few uppercase as needed.

Select all your text to convert. In the menu select Format | Text | lowercase and all your text will be converted to lower case. You might prefer Sentence case rather than lowercase.

Not to confuse with Format - Character… - Font effects tab - Effects - Lowercase that will show the text in lowercase, but will not convert to.

Thanks, is perfect to switch between Uppercase and Lowercase, that work here in Libreoffice Impress too (v. 6.4.5.2) . Main menu> Format> Text> UPPERCASE/lowercase
