Is there any tool in Calc like the Camera Tool in Excel?
I use this to create a linked picture of another part of a spreadsheet.
Please do not refer to functionality of other software products. Just assume that users trying to help here know how LibreOffice works. Please describe what you want to achieve and most probably somebody will tell you, whether this is possible (and how) to achieve your goal using LibreOffice and any of its modules (Personally I don’t know almost nothing about Excel releases later than 2003).

Is there a tool that can create a linked picture to another part of a Calc sheet in Calc. For example several cells could be highlighted then a linked picture taken of them and placed in another part of the Workbook so that if the Source cells are changed the target image changes as well?
Have you tried Window >> New Window? Arrange the window with the cells you want to watch beside or above the window in which you are making changes.
You could Paste Special (CTRL+SHIFT+V) and select Link. Numbers will update but not format. See enhancement request tdf#89980
