Draw is not an image processing application like GIMP or Photoshop™. It produces vector graphics made of shapes, text and connectors. Whether these elements are transparent or not is set in their properties.

Draw comes with three built-in layers: Layout where you draw your shapes (default workspace), Controls where you put controls like buttons to which you assign "actions", and Dimension Lines where you not the dimensions of elements.

You can add user-defined layers.

Each layer attributes can be controlled individually (printing or not, hidden or not, …). Elements can be moved from a layer to another one.

Remember that Draw rather creates a "technical" vector schemas kept in "slides" (separate pages). It can be exported in various graphical formats but with information loss. If you want to insert such a schema into a Writer, Calc or Impress document, I'd recommend to copy the relevant elements (click and drag your mouse to draw a bounding rectangle around the group of elements to select them) and paste them in Writer, Calc or Impress so that the quality is kept, with the added benefit that the pasted schema can be readily adjusted directly in the receiving application.
