Greeting Ladies and Gentlemen, I have Windows 10 64-bit and all the updates. I tried to download LO Writer 6.0 Table of Contents after the download directly to LO writer. The table of contents was greyed out. Why ? The rest of the the document appeared normal.

Don’t worry, this is just a view effect to separate the ToC from the main text.
Hi. I’m unsure what you mean but taking some guesses. You have downloaded Writer Guide 6.0 and opened it in Writer. The Table of Contents appears to have a grey background.
This is normal it is a block of fields, the grey doesn’t print. You can turn the effect off by turning off Edit Mode (untick), in the menu Edit | Edit Mode Ctrl+Shift+M
Other grey areas that you might see while in Edit Mode are fields and index entries. These will appear as normal text if Edit mode is switched off. If you are in Edit Mode the visibility can be switched on or off by View | Field shadings Ctrl+F8
