The libreoffice-fresh chocolatey package is still at the 6.4.x series, and should be updated to 7.0. When will that happen?
Ask the guys from chocolatey.org, which most likely is not affiliated to TDF in any way. And my unsolicited advice: Don’t use third party tools to manage your software installations (if you own a personal device). Use the respective native methods. E.g, nobody here will be able to support you in case of installation problems related to LibreOffice, if you use such tools (I’ve heard of chocolatery for the very first time in your question).
In the comments on the page, the chocolatey guy using the handle ‘wget’ claims that TDF’s “update service” handles it.
