download and install libreoffice built-in help feature

everytime I hit the help built it tells me that the built-in feature is not installed.

To be exact, the messsage should probably tell you that the help not is correctly installed for your current version and the current UI language.
A built-in help was not available for LibreOffice for a long time now. The help files are sent to your standard browser locally.
Supposing you are “on Win” you would need to download the proper .msi file exactly regarding version and language. The installer should place it in the correct position then.
The standard target folder for the help in English (GB) should be C:\Program Files\LibreOffice\help\en-GB then, but if you installed LibreOffice setting a chosen path, the folder-path for help would need to adapt.
