Call format-time: all inputted times turn to 00.00?

I work in calc, have chosen cell format, time option (format 13.37), and all numbers I type in turn to 00.00.
PLease, what is the problem?

You need to format cell to Time and type in the Format Code field HH.MM
You need to type values as 13:37 (it will show as 13.37)
