I had a doubt. LO is not about hire hydrants. You seem not to be very fluent in English. Check the language page to see if a sub-site in your native language exists. If not, try to find a friend to help you improve your question.

There is installable offline help. You can download it from the same place where you can download the software.
That help system is more or less a copy of the online help system, but limited to one language per download. The depth of detail varies by subject. Help for Python is fairly basic.
Search does not work very well in the offline help. You can navigate the content by using the menu panel to the right in the help pane. Find Python help in the Macros and scripting section.
The offline help uses a web browser for presentation of content, so even when you have computers disconnected from the internet, you need to have browser software installed to access the help pages.
