Please test with a clean profile Menu/Help/Restart in Safe Mode

I just reinstalled

and

It was a totally clean install.

… are, in my opinion, two mutually exclusive statements. Which one is true?

I wiped my hard drive to install a fresh windows 10 I installed Libre Office and it launches in safe mode. Clear enough? 7.0.2.2 is the version I installed

Try to understand:

The user profile is kept during a reinstall, it contains your user changes like macros or menu bar changes, etc.

It may happen that the user profile is corrupted.

If this is the case you can test with the Safe-Mode.

If the error is gone, the user profile must be created again.

You can cancel the safe mode just as it is started. Go to the menu Help>Safe-Mode Start and make your selections.

I hope it helps you.

A very tough approach. It makes it understandable that you sound a little irritated.
