why do label print in record number sequence?

I sort my database in LibreOffice Base into last name sequence, but the labels come out in record number sequence. How can I make the label sequence equal the database sequence?

• how you are sorting your records;
• the version of LibreOffice you are using.

The sort function was broken in some versions of LibreOffice under particular circumstances
